Poor Rosie! She may be shedding or she may have a localised infection or potentially it could be the result of a trauma. A check up is absolutely needed in these cases to determine the underlying cause of the problem and give appropriate treatment. Antibiotics may be needed.     It sounds like a condition called "scale rot" which is common in reptiles, it can be caused by bacterial/fungal infection as well as improper environmental conditions such as too much humidity for example. I would strongly recommend taking Rosie to an exotic vet specialist in order to get it treated. A soon as possible.
