My dog makes a loud audible click/honk noise from his throat whenever he swallows lying down/relaxed- very often. It's been going on for months, and my local vet dismissed it as not knowing for sure if it's anything. But it's not a normal noise, even if it's hopefully harmless. Could it maybe be related to his incident 2 years ago, where he was choked by his collar? (playing in backyard with his sibling, her tooth got stuck and she panicked..but the ER vet said his neck was fine afterwards)

It seems unlikely that is related to the choking incident two years ago unless there was severe damage causing scar tissue to accumulate. I recommend to get some sedated radiographs and to have his laryngeal area examined while he is sedated. While it may be nothing serious, having this examined is never a bed idea. Less common but still possible causing could include laryngeal parlysis or a tumor. Many times these diagnostics can be paired with something like a dental cleaning so that you are getting the full benefit of the sedation and checking multiple things off the list.
