My dog within the last 4 months has had 2 round of antibiotics after been taken to the vet for blood in pee and was diagnosed with a UTI but still continues to have blood in her pee. Not sure what's up

Poor Bella! Pets who have continued blood need to have a urine culture to check for antibiotic resistance and an ultrasound of the bladder to rule out a bladder stone or bladder cancer. There is a reason for the blood, you just have to find it. I hope this helps and please feel free to post any additional questions.
