My cat's lips have been turning red 1 week after having kittens. Is this normal?

I hate to hear Strawberry is having this issue! No, that is not normal. I suspect she is either having an allergic reaction or that her immune system is suppressed (having kittens is hard on the body) and she is experiencing an autoimmune condition. Strawberry needs to be examined by the veterinarian. You will need to bring her kittens with her. The doctor may be limited on what they can do since she is nursing but hopefully they will be able to provide some sort of therapy.
