Our puppy is a little over 2 months old. He only whines to go out as soon as he's going to the bathroom or after, never before he goes. He is in a kennel when this happens. Also he doesn't let us know at all when he has to go while loose throughout the house. He could be outside 2 hrs and as soon as you bring him in he goes without making a noise. It's going on 3 weeks now and it's getting frustrating.

Given that the puppy is only two months old, you should have very limit expectations. Every dog is different in how long house breaking will take, only consistency and patience can help. If you haven't already, be sure to have your dogs feces checked for any parasites as this can have an effect on urgency to defecate. If no medical issues are noted, contact a trainer if your own methods at home are continuing to be ineffective.
