Hello, sorry to hear about Snowie, it looks like she may be developing a hot spot in that area. This is most likely associated with topical allergies. Allergies may affect more than just the skin and can make dogs feel anxious, have excessive panting, excessive licking and scratching, and occasionally a decreased appetite. If these signs persists then she should be evaluated by her veterinarian. In the interim, you should make sure that Snowie is not scratching at her neck excessively. Hope this helps and best of luck.
