It could be dirt. Try wiping the area with a pet wipe or a plain, unscented baby wipe. If that doesn't help, it could be minor irritation or inflammation. Keep the area clean and dry. Use an e-collar (cone) on him if he is licking excessively. Normal pigmentation is also a possibility. If the changes continue, have him physically examined by your veterinarian.
