Is there any possibility that I can do the 3rd round of vaccinations for my puppy after only three weeks instead of four? He has so much energy and I would like to be able to take him on short walks. Having to keep him inside (or me holding him in public) is driving us both crazy!

Most vaccines are done every 3-4 weeks depending on manufacturer instructions, so it may be OK. I would ask your vet to see if Graham can be seen sooner depending on the type of vaccines he is getting.
