My dog has had hives off and on for 3 weeks now, I’ve given Benadryl and prednisone. They stop for about 2-3 days and then come back then I give meds etc. she vomited a little bile this morning but breathing seems okay and she still eats And normal activity,,,why do the hives keep occurring? Only a few bumps here and there not like 3 weeks ago when she was covered and her face was swollen,,,

That is odd. It may mean that she needs a longer course of steroids and antihistamines. I also recommend to check her for ANY skin masses (both above and below the skin). There is a skin cancer called Mast Cell Tumor which can cause hives. You may also want to discuss checking a CBC with your vet to see if any of her blood cells are abnormal. Have Scout examined again by the vet and discuss next steps. I hope this helps.
