It's possible the hay is causing him to itch but there are many other possibilities and they are all equally as likely. A few reasons could be fleas, skin mites or ringworm (which humans can get). I recommend to have Sampson examined by the veterinarian to look into all the potential causes and to give him medication to stop the itching. You may also try to change his bedding to a different substrate. Giving him an omega 3 fatty acid supplement for dogs and feeding a brand like Royal Canin may also help.
