Yes, he may have either a viral or bacterial respiratory infection. You would need to have him examined by your veterinarian for confirmation and treatment. Treatment is typically supportive for a viral infection, although antibiotics may be dispensed to treat secondary infection. Allergies, although he is a bit young for them, or a foreign body may also be possibilities.
