It may be either. Bladder or kidney stones can also cause bloody urine. Have him seen by your veterinarian. A sterile urine sample can be collected and submitted for urinalysis and culture. This may diagnose an infection. Abdominal x-rays or ultrasound can be done to diagnose stones.
