I am worried my cat has an eye infection. He is winking and has yellow/clear discharge and a runny nose. With jobs closing in my state any home or over the counter remmidies to help avoid a 100 dollar vet bill would be extremely helpful.

Any eye issue warrants a vet exam. Since it is one eye it is more likely there is an injury to the cornea than an infection. I recommend you take him to the vet but if you want to try something for a few days you can use this eye gel. If in 2-3 days after starting it he is not better he definitely needs to see a vet. https://www.petco.com/shop/en/petcostore/product/vetericyn-plus-antimicrobial-pet-ophthalmic-gel
