Hello, and thanks for using PetCoach. He's a cutie! From the photo, that looks to me more like a pustule (focal little infection) than a congenital defect (something he was born with). I wonder if he may have gotten a mild injury from playing with the other pups. If it hasn't gone away by the time the pup is ready to go home with you, I would make sure the breeder has the pup evaluated by their vet prior to you picking it up, or make sure the contract includes a clause that the breeder is responsible for having the bump evaluated and addressed.
