2 days ago my dog developed a redness in 1 eye. Vet diagnosed a superficial ulceration of the cornea. She was prescribed and eye health drop and an antibiotic eye drop. The antibiotics cause obvious distress at application. She whines and cries, shakes her head, rubs her face with her paw, rubs her head along the furniture and licks at the cone placed to protect her. Is there an anesthetic drop I can apply safely prior to the antibiotic?

Poor Rosie. There are numbing drops but they tend to impede ulcer healing. I recommend to call your vet and see if you can switch meds. Also ask if the medications can be kept at room temperature. And be mindful that room temp can vary from room to room. Colder medications will burn more. Make sure Rosie is not rubbing the eye after the medications or she could make the ulcer worse. Make sure she wears her elizabethan collar. I hope this helps.
