My dog keeps barking at everyone that comes over. Everytime we invite people over. New people and even people she's seen before like my husbands twin brother or his cousin. She barks continuously we literally have to give her treats and sit on the couch and hold her and pet her, till she calms down. She NEVER bites anyone she just keeps barking, we think she may have been abused before we got her, could that be why?

It's likely that Ivy is just really excited and showing this by barking. Obviously this is unwanted behavior. You need to start training impulse control and teaching her to sit or place before people come over. Treat her for calm behavior and slowly progress to gradually introducing people when she is well behaved. If she is barking she gets ignored as petting her cuddling her will encourage it.
