my 22 pound dog ate a tilapia filet, it was cooked from frozen and had chipolte pepper and garlic for seasoning. Should I be concerned?

It would takes a fair amount of garlic powder or whole garlic to cause a problem, much more than what would be sprinkled on a single tilapia filet. Even if Rosie ate more a single one time ingestion is usually not as serious as consistently eating garlic over time. The spices or the fish could potentially cause some stomach upset, so if Rosie is vomiting or if she develops diarrhea I'd recommend contacting your veterinarian.
