I am sorry to hear about Brusier. If you are unable to expose his penis from his prepuce at home I would be concerned that he could have a stricture (a narrowing) of the opening of the prepuce that the penis has to slide through, or another anatomical abnormality if you have never seen his penis out previously (we can have congenital abnormalities that may affect this). I would recommend an examination by your vet if this is an issue to be sure there isn't any inflammation/infection around the penis causing it to be painful or swollen and inhibiting its movement. Treatment will depend on the underlying cause of the problem.
