Hello and thank you for contacting PetCoach. Unfortunately, it is very hard to diagnose this kind of problem only from a picture. It could be an abscess or other local skin infection, exuberant granulation, ringworm, calcium cyst and more. Please, take Todd to your local vets for an appointment. Your vet may have to aspirate the lump with a needle to make the definite diagnosis and recommend adequate treatment for your puppy.
