The most common cause of scooting is from allergies. In humans, our eyes and noses get itchy, but in dogs their anus and feet get itchy! Her skin looks irritated in the picture, but it doesn't appear severe. I think it can wait a few days for you to contact the foster group to come up with a good plan. You can try applying a hydrocortisone cream for some relief.
