I'm fairly certain that she has Miliary Dermatitis because of an allergic reaction to fleas. At first there were no signs of this, but since winter she's progressively lost hair, scratching, licking, and biting herself constantly and now has small scabs all over. She's healing slightly on her back and sides, but her neck and head are still covered scabs that she's constantly scratching open. I've bathed her with flea shampoo and given her flea meds. I can't take her to the vet I have no money to

While it is important to treat Princess for the fleas, you will also need to treat the environment to prevent a reinfestation (https://www.petcoach.co/article/flea-control-and-prevention/. The dermatitis looks fairly severe and it may not resolve without antibiotic treatment.
