I have a 7 month old Conure. I have had him for about 4 months now and I haven’t had his wings clipped. He came with them clipped so I’m not sure if he needs them done again? Since the weather is now getting cold I wasn’t sure if I should take him outside to go to the vet to get them done? Or should I wait until spring when it’s warm again?

You don't "need" to get them clipped. The feathers do not grow back, rather they are replaced after a molt. If you choose to have him evaluated by your veterinarian, simply warm up the car and then cover the cage when you go from pace to place. He should be fine to travel this way.
